Paola Albrito joined the United Nations International Strategy for Disaster Reduction Secretariat during the preparations for the World Conference on Disaster Reduction in 2004. She analyzed the national progress reports received from national authorities in feeding the Conference with the outcome analysis on the status on DRR implementation. She assisted the inter-governmental drafting committee and main committee of the Conference preparing the Hyogo Framework for Action document. In March 2005 she worked on Policy Issues related topics particularly related to the follow-up to the Hyogo Framework for Action, indicators and the CCA/UNDAF guidelines. In November 2007 she became the Regional Coordinator of the Europe Office addressing disaster risk reduction activities in the Europe Region. Since April 2010 she is the Head of the UNISDR Europe and Central Asia Office based in Brussels.


Luigi Bossi - from 1961 to 1997 he worked in AEM, Milan municipal gas & electricity distribution company. Among his other capacities he was: C.E.O. of  Valtellina area (hydroelectric power plant), AEM (now A2A) he was C.E.O. of  Safety Departement. From 1995 al 2002 he was managing director of Valdisotto Servizi Corporation (electricity distribution and public lighting). Since 1976, he is Civil Protection volunteer , with a group of AEM employees. In ’89 he has become responsible of the “Gruppo volontari della protezione civile AEM”, now  “Associazione volontari di protezione civile del Gruppo A2A” of which he is the Chairman. In the last thirty years, he attended to all major Italian and many international disasters, with coordination assignments at various levels,  for example: 2002, Molise earthquake, 2005 Sri Lanka, Tsunami, 2009 L’Aquila earthquake, 2010 Haiti earthquake (work in progress).


Roberto Luperini - manager in multinational and domestic companies of the chemical and insurance sectors (Shell, ICI, Fondiaria). Worked first as R&D manager than as commercial manager. As consultant and trainer, was a Consulting Network partner, now founder and partner of E3 Consultants. Worked mainly in the insurance, energy and telecommunication sectors of economy. Professional skills are mainly in the field of creative and systematic problem solving, change management e commercial and organizational behaviour. From 1998 developed courses and events based on the methods of Company Theatre to have stronger communication impact on difficult themes. Since 2006 e3 consultants co-operate with the Associazione Volontari di Protezione Civile A2A for know how transfer and training programs development on, standard and catastrophic, emergency management. E3 consultants is a CRTT (research and tecnological transfer centres) of Questio (Quality Evaluation in Science and Technology for InnovatiOn), a tool designed by Regione Lombardia  for certifying the CRRT.


Giacomo Teruggi - with a background in environmental engineering from Pavia University, Italy, and a master in hydraulics and a higher diploma in hydraulics from the École nationale supérieure d’électrotechnique, d’électronique, d’informatique, d’hydraulique et des télécommunications, Toulouse, France, Mr Teruggi has been working from 2004 for the World Meteorological Organization (WMO), where he has been supporting the development of various technical publications and the implementation of WHYCOS (World Hydrological Cycle Observing System) projects in Africa. Since November 2009 he has been involved as project officer in the Associated Programme on Flood Management, a joint initiative of WMO and Global Water Partnership, where he is coordinating the overall programme’s activities with particular attention to the delivery of training workshops on Integrated Flood Management (IFM). Having understood the multi-disciplinarily approach of IFM, Mr Teruggi has been pushing for an increased involvement of media and social scientist in the APFM activities to increase outreach of IFM concepts.


Professor Richard Williams OBE TD has been a child and adolescent psychiatrist for 35 years, an international and national health service strategic leader and manager for 20 years, and a government policy adviser since 1992. Richard is a Consultant Child and Adolescent Psychiatrist with the Aneurin Bevan Health Board, Professor of Mental Health Strategy in the Welsh Institute for Health and Social Care in the University of Glamorgan, Honorary Professor of Child and Adolescent Mental Health in the University of Central Lancashire, and Honorary Professor of Disaster Healthcare in the Robert Gordon University, Scotland. Richard Williams is Scientific Adviser on Psychosocial and Mental Healthcare for People Affected by Disasters to the Department of Health and Lead Officer for Disaster Management in the Royal College of Psychiatrists.  Presently, he is researching the work, experiences and needs of first professional responders to emergencies, major incidents, and disasters.




Dave Bull - Building on a 14 Years career in the armed forces, during which he obtained a multitude of operational, command and training experience and qualifications serving within the UK and abroad, Dave changed career and joined the ambulance service. After qualifying as a Paramedic Dave undertook academic studies in the field of emergency preparedness and disaster management during which he joined South East Coast Ambulance Services Emergency Preparedness Department. Dave holds responsibility for the Strategic management of command training for the UK ambulance services, working closely with the Police National CBRN centre and National Policing Improvement Agency to develop and implement such command training. As the HART project lead for education Dave works closely with a number of training providers and the dedicated faculties to ensure delivery of high quality and innovative modular courses for HART. Dave is also responsible for other workstreams including the Health Olympics CBRN subgroup, input in to the Strategic leadership in a Crisis Command training for NHS senior managers and input in to the Major Incident Scenario Simulation In Virtual Environments project being conducted by Imperial College London. Dave also leads on International liaison with regards to HART and is working closely with the project team on the future development of HART post implementation.


John Labadie earned a B.S. from the Massachusetts Institute of Technology and an M.A. and Ph.D. from the University of Washington. He has thirty years’ experience in the management of environmental services and emergency planning for Federal agencies, State & local governments, and private industry. He developed Comprehensive Emergency Management plans and Hazard Mitigation Plans for cities in Washington State and for the state Department of Health. He served as the Director, Disaster & Hazardous Materials Management, for the City of Salem, OR. In the private sector, he directed and managed Remedial Investigation & Feasibility Studies, environmental compliance assessments, and Environmental Impact Statements. At Seattle Public Utilities, Dr. Labadie has concentrated on environmental management, environmental compliance auditing, risk assessment, and emergency management. Dr. Labadie is a Certified Hazardous Materials Manager and a Certified Environmental Auditor. Currently teaching a course, “Strategic Planning for Adaptation to Climate Change.” at the University of Washington. Currently developing courses for the M.S. in Strategic Planning for Critical Infrastructures program in the Department of Urban Design and Planning at the University of Washington.


Dóra Hjálmarsdóttir has since 1995 worked as an emergency and safety management consultant. Her focus has been on utility companies and their emergency response. She has been intensively involved in emergency management of all the main utility companies in Iceland. Her work involves structuring the companies emergency management procedures, risk assessment of structures, outlining work procedures and emergency response plans, planning and executing tabletop and real time disaster response exercises and training in cooperation with the Icelandic Civil Protection Authority, 112 emergency dispatch center, law enforcement and rescue forces as well as other parties. With focus on the utility companies Dora took an active part in planning and executing the Mountain Giant emergency response exercise which simulated a response to an eruption in the Eyjafjallajökull glacier in 2006 as well as in the planning and emergency response to the recent eruptions in 2010.
